Fred Berman began his art education at the Milwaukee State Teachers College where he received his Bachelor of Science degree in Art Education in 1948. He received his Master of Arts from the University of Wisconsin-Madison in 1949. Berman began his teaching career at the Layton School of Art in Milwaukee. In 1960, he began teaching at the University of Wisconsin-Milwaukee and was a member of the Wisconsin Painters & Sculptors organization. At the age of 29, Berman’s painting, one of his White City series, hung in the Venice Biennale alongside works by deKooning, Pollock, and Rothko. During the late 1950s and early 1960s Berman's paintings would also be featured in exhibitions at the Corcoran Gallery (Washington, D.C.), the Whitney Museum of American Art (New York City), and the Royal Academy of Art (London).
